Eugenio is right, that's a famous Argentinian text from Joaquin Salvado a.k.a. Quino. He's one of the most famous Comic writers, creator of Mafalda, like an Argentinian Peanuts.
Anyway, George Constanza is awesome, he have a lot better phrases to quote.
The first time I read this I was thinking George Costanza never had this much to say about anything. Skeev got it right, it's George Carlin. I'd give credit to Goerge Carlin over Quino. Quino obviously is not very original, just look at his comic strip-- nearly identical to Peanuts.
