It's the tunnel bridge going from Sweden to Copehagen in Denmark.
Randomly came across this page via google image search...--This pic appears to be the Monitor/Merrimac Memorial Bridge-Tunnel that connects Newport News and Suffolk, in Virginia.
The Snopes link about the photo states that the bridge is the MMBT, as Anonymous said.The Oresund bridge/tunnel that Physics guy mentioned is Similar but 22 lanes instead of 4 and much longer.
