Not photoshopped, so all your wrong skin tone theories are out of whack. Skin pigment in the face is easily changed with emotion (ala. blushing). So contrary to you theory it is actually a real unaltered photo.
Please please please, Miss Cellania, tell me no one would actually put makeup on to look like that.
Photoshop to look stranger??? That is already pretty strange. Perhaps someone was trying to make someone look bad while keeping her identity recognizable. Then photoshopping it beyond recognition would be pointless.
I still say photoshopped.
