I believe some hotels (and probably other buildings) have restricted access to some floors for exclusive guests. They get their own elevator and use their room key to use it. The nicest resort I've ever been to, the Grand Floridan in Disney World, had a private elevator to some floors for certain guests. IMO.
Although all explanations are good here, the true reason for the missing numbers are the elevator manufacturing company had severe cut backs with CEO's taking away bonus's for the small guy.
Not to mention upper management wanting to make there 75% bonus at year end quarter, while the little guy gets 2% if he sucks up to the ground level boss (Axx kissers)... While the common grunt that actually works for a living and a low level quality of life I might add, ordered more buttons for stock, but was turned down due to budget cut backs. Yet still had to put out the same Quantity or be threatened to loose his job.
So you should see the list of missing parts you cant see... lol

I think I have figure it out. It does look like it maybe a Japanese building with no number 4 but if you look close someone has done some very good Photoshop work. The upper numbers are not proportion the same as the lower. Look close at 19 and 20. The 19 appears crooked.
why would it have to be photoshop? not all elevator buttons are perfectly made. not all buttons are made to stay in their one fitting position to last for the rest of eternity and the wearing down from use. the buttons could be crooked in reality anyway. as for numbers in proportion or not... the photo was taken from a high angle... anyone who's done graphics before would know that objects in the distance diminish in size. as they are supposed to.

So 4, 13, 14, 23 and 24 are all unlucky or something?
I know in a lot of vacation hotels floor 13 is left out cuz of superstition...but...4, 14, 23 and 24?
I just stayed at the Des Moines Iowa Downtown Marriot and it didn't have the 13th floor.
Easily explained, many companies lease multiple floors. For security etc. they only allow (elevator) access to one floor (i.e. reception).
