I would assume it should work without digging for an explanation. C and D cells are both 1.5 volts. A while back there was a bit (or a piece) here showing how to take apart a 9v battery to make 6 AAA batteries. Same idea. The smaller batteries will probably run down faster. Better than using the lit candle-for-a-battery method also shown somewhere on here. http://bitsandpieces1.blogspot.com/2006/12/inside-9-volt-battery.html
You can use the quarters after the batteries run down, so there's no cost there. A little disfigurement will not keep clerks from taking the money. And so often kids need toys for ten minutes, and forget about them afterwards, that it sounds like a good idea.

seems pretty stupid to me. you could take the 1.50 you got crammed in the battery case and buy real D cells
The $1.75 I see is a pretty clever idea if the goal is to power something immediately and you do not have D cells handy.
A secondary allusion is the higher (presumably) cost of D cells to Cs.
